| In order to make agricultural products transport smoothly and conveniently, to support the transportation of the fresh agricultural products and to increase the farmers’ income, as requested by State Council, in 2005, Ministry of Communications, Ministry of Public Security, Ministry of Agriculture, State Development and Reform Commission, Ministry of Finance and Office for Rectifying of State Council formulate “Green Passage Scheme for National High-efficiency Fresh Agricultural Products Transportation”. Vehicles, full of fresh agricultural products, shall enjoy national preferential policy without toll or with less toll while passing through the green passage. “Green Passage” will be a long lasting policy. However, at present it is hard to inspect the vehicles for fresh agricultural products transportation and the staff could only check such a small part of cargo because of the close packing of the vehicle cargo that it is hard to check correctly. As a result, depending on the technical advantages of radioactive imaging for vehicle inspection and based on large-scale vehicle inspection system, HLX reseaches and develops TC-SCAN Green Passage Inspection System for highway vehicle inspection to crack down on behaviors of pretending to be Green Passage vehicles and evading toll. |
